The Failure of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are conducted: optimistic declarations are delivered from different nations. Immense energy is devoted on containing particular approaches. By night, the Kremlin brutally reminds the world that, for them, war remains the key method for achieving "peace".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is equipped to monitor rocket firings from enemy soil, a capacity afforded by timely intelligence. From vantage locations, military aircraft that had been scrambled to intercept incoming cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a incoming threat. This was a modern interception technology at work, presumably supplied through allied countries. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly gives way to sober acceptance: maybe the hostile projectile won't strike its target this time, preventing destruction from devastation and further power outages.

Persistent Threats

Not long after, a large-caliber weapon opened up on a drone close by, part of a mobile-fire group – most likely imported technology. Regrettably, the shots failed to hit the enemy aircraft – it maintained course toward its target.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: several casualties, destruction and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on Western support – a need that regional partners are evidently unprepared to fill in the short term.

Unsuccessful Negotiations

The comprehensive proposal from Washington provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new initiative from Washington adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually secure success. This pattern will, no doubt, endure.

Strategic Calculations

It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise familiar among international relations experts: you cannot secure via talks what you have been unable to protect through force. The US administration presumes that it is impossible to pressure the Kremlin to abandon the land that it already controls in Ukraine's occupied territories.

The issue is that while accepting these circumstances, American administration does minimal to deter Moscow, through words or deeds, from assuming that the current condition will not change more in its advantage in the months ahead.

Opposing Positions

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but averting a total frontline collapse until circumstances change in its advantage.

Existing Situation

Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: political desires to negotiate peace and secure international recognition, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their focus does not move to homefront challenges. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will change their overall approach.

These opposing factors are influencing discussions.

Assessment and Future

It took a only one week to terminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, recent disclosures, all achieved their purpose.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and demonstrate specific hesitation to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on sustained allied backing.
